Removes the 200-person cap to allow religious and political activities to take place unrestricted as long as social distancing can be maintained. Hospital stays in the city have tripled in the past week and are currently well on their way to running out of hospital beds by December 26th. The new ordinance divides the state into five large regions, restricting those with ICU bed capacity of less than 15%.
Out of town visitors who are not essential workers or here for critical infrastructure support must stay in the hotel for the full amount of time required to quarantine. Real Estate viewings must take place virtually. The City will limit any outdoor gatherings to members of the same household up to 12 people.

It is limited to up to 6 people total from up to two households at a table. Per State requirements, barriers between tables can no longer serve as an alternative to distancing tables 6 feet or more. Live entertainment is allowed except for singing or brass or wind instruments.
Essential businesses must put in place formal rules, a social distancing protocol, to ensure proper sanitation and to ensure that people stay a safe distance away from each other. Essential businesses like grocery stores, banks, and pharmacies can remain open but must stop running the parts of their operations that are not essential. Businesses that supply products needed for people to work from home are no longer essential businesses under the Order and must cease storefront sales to the public. Minimum basic operations and delivery directly to residences or businesses may continue.

Since the beginning of the pandemic the standards board has voted on a series of months-long measures requiring varying degrees of preventative measures in workplaces, such as masking and social distancing, on an emergency basis. The new rules will take effect early next year after a legal review. Like previous standards, they cover all workplaces in California with the exception of some health care and other settings where a stricter standard for preventing the transmission of airborne diseases is in place. Most Bay Area restaurants will have to close their parklets and other outdoor dining setups by Sunday night. San Francisco’s Health Order is expected to be in effect through January 4, 2021. The order for Greater Sacramento could be lifted as early as Friday, though that region fell under 15% ICU availability on Thursday, after more than week of reporting above that threshold. State officials said the Sacramento order likely would be extended. California and the Bay Area fared better than most of the country, even with this latest surge that has put unprecedented pressure on hospitals across the state.

San Francisco's update to its rules around gatherings came after the state changed its order to allow playgrounds to open. "Most COVID-19 infections are caused by people who have no symptoms of illness at all," the department said. "There is no way to tell whether a person you are interacting with has COVID-19. The only way to reduce transmission is to limit exposure. That means reducing people gathering with others as much as possible." Reservations from essential workers only accepted. Those that currently have in-person learning can continue. Elementary schools will be considered for in-person learning with waiver approval. This includes skate parks, roller and ice skating rinks, batting cages, go kart racing and miniature golf must close. The indefinite restrictions are worrying city business owners, who have already dealt with plenty of uncertainty in 2020.
