San Francisco to Join Bay Area Counties to Preemptively Adopt California's Regional Stay at Home Order in an Effort to Contain COVID-19 Surge Office of the Mayor

Removes the 200-person cap to allow religious and political activities to take place unrestricted as long as social distancing can be maintained. Hospital stays in the city have tripled in the past week and are currently well on their way to running out of hospital beds by December 26th. The new ordinance divides the state into five large regions, restricting those with ICU bed capacity of less than 15%.

Out of town visitors who are not essential workers or here for critical infrastructure support must stay in the hotel for the full amount of time required to quarantine. Real Estate viewings must take place virtually. The City will limit any outdoor gatherings to members of the same household up to 12 people.

Why did the City issue the Stay Home Public Health Order?

It is limited to up to 6 people total from up to two households at a table. Per State requirements, barriers between tables can no longer serve as an alternative to distancing tables 6 feet or more. Live entertainment is allowed except for singing or brass or wind instruments.

Essential businesses must put in place formal rules, a social distancing protocol, to ensure proper sanitation and to ensure that people stay a safe distance away from each other. Essential businesses like grocery stores, banks, and pharmacies can remain open but must stop running the parts of their operations that are not essential. Businesses that supply products needed for people to work from home are no longer essential businesses under the Order and must cease storefront sales to the public. Minimum basic operations and delivery directly to residences or businesses may continue.

How California’s new stay-at-home order affects your region

You are now allowed to gather outdoors only with members of your own household . For example, if you wanted to take your kids to a park for a picnic, that is allowed; but if you wanted to meet another family at a park for a picnic, it's not permitted. San Francisco announced Friday the drastic step to issue a stay-at-home order ahead of the state's timeline, triggering an onslaught of closures and stricter measures, beginning Sunday. Five other Bay Area jurisdictions — Alameda, Contra Costa, Santa Clara and Marin counties and the city of Berkeley — made the same move and are introducing similar orders.

They extended the travel quarantine order in part to prevent a new, more contagious strain of the coronavirus being imported from other parts of the country into the city. The new strain, first identified in the United Kingdom, was found this week in San Diego County and Colorado and likely is circulating in other places, infectious disease experts said. All non-essential travel is restricted statewide. The order prohibits private gatherings of any size, closes sector operations except for critical infrastructure and retail, and requires 100% masking and physical distancing in all others. Meanwhile, two of California’s five designated regions dipped below their ICU capacity on Friday, and stay-at-home restrictions in the San Joaquin Valley and Southern California regions were set to start Sunday night.

Since the beginning of the pandemic the standards board has voted on a series of months-long measures requiring varying degrees of preventative measures in workplaces, such as masking and social distancing, on an emergency basis. The new rules will take effect early next year after a legal review. Like previous standards, they cover all workplaces in California with the exception of some health care and other settings where a stricter standard for preventing the transmission of airborne diseases is in place. Most Bay Area restaurants will have to close their parklets and other outdoor dining setups by Sunday night. Outdoor family entertainment centers including skate parks, roller and ice skating rinks, batting cages, go kart racing and miniature golf must close. These include skate parks, roller and ice rinks, batting cages, go-kart races and miniature golf must be closed.

San Francisco’s Health Order is expected to be in effect through January 4, 2021. If, after a week of this order being in effect, the City’s indicators show a consistent reduction in case rates and hospitalizations for three additional weeks and ICU capacity is holding at 25% availability or more, San Francisco will lift this health order. In either scenario, once this order is lifted, San Francisco would be returned to the State’s blueprint tier system. San Francisco officials said Thursday that the city’s travel quarantine and stay-at-home orders will remain in place for at least two or three more weeks.

Instead of defunding the police we should defund the government; they’re killing us more than the police. Limited one-on-one personal training within gyms and fitness centers that was allowed indoors must stop, but may take place outdoors. The state may have allowed San Francisco and other Bay Area counties to exit the regional stay-at-home order as early as Jan. 8 if intensive care capacity improved, but the city isn't waiting for the state's direction it seems. There are exceptions for projects to help keep people safe and housed. Those include health care projects directly related to addressing the pandemic, construction to house the homeless, affordable housing, and multi-unit or mixed-use developments containing at least 10% income-restricted units.

The state reported more than 400 deaths for three consecutive days this week, including a record 570 on Thursday. All of California, except the sparsely populated northern region, is currently under state-mandated stay-at-home orders. The order for Greater Sacramento could be lifted as early as Friday, though that region fell under 15% ICU availability on Thursday, after more than week of reporting above that threshold. State officials said the Sacramento order likely would be extended. California and the Bay Area fared better than most of the country, even with this latest surge that has put unprecedented pressure on hospitals across the state.

San Francisco is currently averaging 142 new COVID-19 positive cases per day compared to the 34 per day that it averaged in late October. Moreover, the City currently has approximately 900 COVID-19 cases diagnosed per week and hospitalizations have tripled over the last month. As a result, the City’s hospital capacity will be under considerable stress.

Family entertainment such as skate parks, batting cages, miniature golf, kart racing, and laser tag or paintball may resume outdoor operations. Roller and ice skating rinks may operate at 25% capacity. In effect, a business will need to assign a specific staff person to monitor the number of people in the establishment and ensure that the 20% capacity threshold is maintained at all times.

San Francisco's update to its rules around gatherings came after the state changed its order to allow playgrounds to open. "Most COVID-19 infections are caused by people who have no symptoms of illness at all," the department said. "There is no way to tell whether a person you are interacting with has COVID-19. The only way to reduce transmission is to limit exposure. That means reducing people gathering with others as much as possible." Reservations from essential workers only accepted. Those that currently have in-person learning can continue. Elementary schools will be considered for in-person learning with waiver approval. This includes skate parks, roller and ice skating rinks, batting cages, go kart racing and miniature golf must close. The indefinite restrictions are worrying city business owners, who have already dealt with plenty of uncertainty in 2020.
